2026 Legislative Tracker

Section 1 — New Oregon Veteran Laws (Enacted)

These laws have been signed into law and either are already in effect or have a scheduled effective date.

  • HB 4132 – Oregon Veterans' Services Supplemental Investments Act — Major investment package expanding suicide prevention grants, workforce training, education support, and CVSO funding stability. — Status: 🟢 Enacted​
  • Veteran Educational Bridge Grant Increased to $10,000 — Raises the maximum grant from $5,000 to $10,000 to help veterans cover tuition gaps, GI Bill shortfalls, and emergency education costs. — Status: 🟢 Enacted
  • Veterans Suicide Prevention Grant Program — Creates a statewide grant program to fund suicide prevention, peer support, outreach, and community-based veteran services. — Status: 🟢 Enacted
  • County Veteran Service Office (CVSO) Funding Changes — Moves CVSO funding to predictable quarterly distributions to improve staffing stability and local veteran support. — Status: 🟢 Enacted
  • Veterans Treatment Courts Expansion Study — Orders a statewide study on expanding Veterans Treatment Courts so veterans in every county can access diversion and treatment options. — Status: 🟡 Passed – Awaiting Effective Date
  • HB 4099 – Task Force on Responding to Veterans in Crisis — Establishes a task force to improve how Oregon responds to veterans experiencing mental health or crisis situations. — Status: 🟢 Enacted
  • SB 5703 – Veterans Services Budget Investments — Increases budget support for ODVA and related veteran services to strengthen statewide programs. — Status: 🟢 Enacted
  • HB 2559 – Veteran Benefit Verification Improvements — Allows agencies to accept a VA Summary of Benefits Letter to speed up eligibility checks and reduce paperwork. — Status: 🟢 Enacted
  • SB 808 – Oregon National Guard Veterans Preference Expansion — Expands hiring and preference protections for Oregon National Guard veterans. — Status: 🟢 Enacted
  • HB 3968 – Military Statute Modernization (Space Force & Military Protections) — Updates Oregon law to include the U.S. Space Force and modernizes military protections like lease termination. — Status: 🟢 Enacted
Section 2 — Administrative Changes

These are changes made by state agencies rather than by the Legislature.

1. Oregon State Parks Special Access Pass — Status: ⚪ Administrative Rule 

• Effective April 6, 2026
• Disabled veterans now receive:
• Four free camping nights per month, this was changed from 10 nights a month and reduced to 4 night a month without all veterans being notified.
• Free day-use parking
• This was an administrative rule change by the Oregon Parks and Recreation Department, not a legislative

act.

Section 3 — Pending Veteran Legislation (Not Yet Law)

These proposals could significantly improve benefits but have not been enacted. Veterans should follow their progress.

1. Expanded Disabled Veteran Property Tax Exemption — Status: 🔵 Pending
Purpose
• Increase property tax relief for disabled veterans.
• Increase exemptions for surviving spouses.
• Potentially provide greater relief for veterans with a 100% disability rating.
Current Status
• Pending legislative action.
Impact: Could lower housing costs and protect more disabled veterans and surviving spouses from rising property taxes.

2. Military Retirement Income Tax Exemption — Status: 🔵 Pending
Purpose
• Exempt qualifying military retirement income from Oregon state income tax.
• May apply to eligible disabled veterans, National Guard members, and Reserve members.
Current Status
• Still moving through the legislative process.
Impact: Could reduce state income taxes on military retirement pay for eligible veterans, Guard, and Reserve members.

3. Expanded Tuition Waiver — Status: 🔵 Pending
Purpose
Expand tuition waivers to include:
• Veterans with at least an 80% VA disability rating.
• Eligible spouses.
• Eligible dependent children.
Current Status
• Still under legislative consideration.
Impact: Could open more affordable college options for disabled veterans, spouses, and dependent children across Oregon.
